Remove deprecated rules.publish from changelog.yml

In #2874 we deprecated the rules.publish section of the changelog configuration file in favour of rules.bundle.
That is to say, it's recommended to add filtering rules (based on products, areas, or type) at the time the bundle is created as opposed to when it's used to publish docs.

The purpose of this issue is to track the completion of that removal:
