Release notes are incorrect

I noticed the release notes contain the same list of bugfixes for every major version.

This makes no sense and is likely a bug related to an automated generation of release notes.

As an example:

fix: support VP without VCs in IdentityAndTrustService by @bscholtes1A in eclipse-edc/Connector#4818

is listed in 0.15.0, 0.14.0, 0.13.0, 0.12.0 (...probably further back). This applies to many (if not all) items in the "Bugfixes" list.

yes, good catch. It looks like version 0.8.1 is always considered the last one when it's time to automatically generate changelogs, also if I create them manually.
This happens also in the other core project like IdentityHub, FederatedCatalog...
So I will move this issue under the .github repo.

I recreated the correct changelog history on RuntimeMetamodel but if I try to draft a new release, as previous tag when I automatically generate changelog 0.8.1 is chosen.
One solution could be to get the latest release tag and use that explicitly as --notes-start-tag when release is created (docs)
