make it easier to remove/apply a proxy

Currently, it takes this command to unset the proxies in each application: Set-ProxyConfiguration -ConfigPath path/to/noproxy.config.json.

It should be possible to supply a flag to unset the proxy:
Set-ProxyConfiguration --unset
