Upgrade Node to 22

Summary
We're currently on Node 20 for Firebase Functions but that is deprecated end of April 2026 and decomissioned by end of October 2026, so we need to move to Node 22.

We may need to finish the upgrade to V2 Functions in order to move to 24, so that is a priority.

We need to finish upgrading to V2 functions to get to Node 22 as well. I couldn't find exactly where this is said but in this github issue: firebase/firebase-functions#1653. It says there node 22 isn't supported for first generations functions.
