Organizers can't remove soft-deleted submissions #2242
Description
As reported by several organizers, it is impossible to remove submissions soft-deleted by participants from the "Submissions" organizer interface.
This is constraining because then there is no way for the organizer to restore participants' submission quota after they removed their own submissions.

- Make it possible for organizers to remove soft-deleted submissions
Note: We do not want soft-deletion to decrease the quota to avoid abuses.
