Support `dup` in Directory Access FS backend

Calling dup and friends (including F_DUPFD) will return EOPNOTSUPP now. Should be trivial to implement. A continuation of #154.

This is is actually not trivial. Duplicating should just create another reference (same flags, same read position and changing the read position by one of the references should affect all of them). For this, we need to share the non-Core part of the internal __LIBC_FHDIR structure among all duplicates but it assumes reference counting (similar to the socket backend) and synchronised multithreaded access which is not there right now. A lot needs to be changed in order to add reference counting and thread safety. Since such a use case is rare per se, makes no sense to invest time in it right now.

). Strictly speaking, this code doesn't conform to POSIX fully: the read position is synchronised only one way (from the parent to the child). But if the child reads from the inherited dir fd, read position advances (DosFindNext calls) will not be reflected in the parent. In order to do so, we need to have a cross-process shared structure for each dir fd (in spm) that will not only maintain the reference counter of the search handle in the current process but will also maintain a global count of DosFindNext calls to make sure every sharing process will advance to the same position upon the next read call (search handles are not inheritable between processes on OS/2 by design).

This makes it slightly more complex than pure reference counting within the same process but not by much. It's still a question how often real world apps actually need all that, so I'm leaving this postponed (too much work for now).
