Frontend request in PageWarmupService with hardcoded user

Do not get the reason for this hardcoded user id in the PageWarmupService. Should we "add" a special user with "13" (b13) which is in all frontend user groups ? Or is this simply a bug ...

The reason is so we have user + group simulated, as TYPO3 Core has (had) some places where it relied on "user is logged in" and not "userOrGroupIsSet"
