CI: add pipline for auto release, with ARM supported, with minor Version supported

GitHub now supports arm build, it means we can build x86 and arm images at the same time. We want to use matrix-level build, because we want to save time.

There are always people asking for arm image, maybe they are running overleaf on mac mini or other arm-NAS, I am not sure. But since they need, we should support. Link

Also, don't forget to open a new repo, I don't want to see my main branch filled with all buggy ci commits.

We need to tag each released version with a branch, then we need to checkout the latest release-* branch to publish docker images.

A very tricky problem, what about texlive arm and dev arm image? Of course we can use matrix, but we will change git-action yml again a lot.
