4.0 Monitor - Add suggestions to the U/I

The new monitor server side code has an endpoint for suggestions. These are intended to be helpful things that we can determine while processing the metrics from the servers. We have real estate for this on the main page, but not sure that's the best location. Another possibility is an entirely new page that way if users want to ignore them, then they don't have to visit the page.

I think this may fit best on the Overview page below the tables added in #6187.

A simple list of suggestions there would probably be enough.

One thing to decide is how suggestions should be dismissed. Right now they are rebuilt on each SystemInformation refresh, so there is no manual dismiss. For some suggestions that is probably fine, because they will disappear once the underlying issue is resolved. For others, that could get noisy, especially if the user does not intend to change that state.

We could make suggestions dismissible, but that would add state and extra logic that may not be worth it right now. Another option is to keep this lightweight and only surface suggestions for conditions that are unlikely to be intentional and unlikely to be noisy. Otherwise it seems likely users will end up ignoring the feature entirely.

We may need to rename the endpoint from Suggestions to something else. @ctubbsii suggested to me recently that we may only want to highlight problems and not suggest to users that they take certain actions. Regarding the state, maybe we can start off with an all-or-nothing approach by putting a toggle switch in the same menu drop down where the Auto-Refresh is located. That way users can show them or hide them.

As we get nearer a release, maybe we can categorize the items that we put into the list and then let users show/hide certain categories of warnings.
