Return energy consumption logic

So, this mod need some balance feature in term of energy consumption.

If you do this, I hope it will be compatible with more than just FE like the previous version.

It probably will be compatible with Forge Energy for forge and Tech Reborn energy for fabric, not sure, if I need to introduce more energy support :)

I was quite interested in running it alongside IC2 Classic, for that true nostalgic experience, but it didn't connect to its cables, and IC2C doesn't seem to have inbuilt energy conversion anymore.

As for Fabric... I'm genuinely not sure what it could use besides Tech Reborn. There isn't a whole lot in the way of power production in that environment.
I guess... make sure there's an option to turn it off in the config?
