Use ScienceToolbox and/or Google Scholar to implement plugin that scans journals for citations of the project

Team up with the ScienceToolbox folks to create a plugin which uses their service to find citations to the project repository in the literature.

Alexander Konovalov also suggested using Google Scholar to do this.
