openshell floats with retrobar :(

Describe the bug

when i use both retrobar (longhorn aero skin) and openshell (custom skin) it sometimes makes a large gap.

Area of issue

Start menu, Taskbar

To reproduce

1. click the start button
2. wait

Expected behavior

i expected the start menu to sit flush with the taskbar
