Add hidden features banner

We need to inform users that filters are hiding some features in current view, so we put informative banner in multiple places.

Add banner in these locations:

• in features list
• after adding new feature which will be hidden + drawer before commiting (Optional)
• linked features editor
• linked photo features editor
• linked features list

Important

PR closing this issue must target dev/filtering branch instead of master

Note: The blue rectangle will be better for user visibility, but might be a bit more work to implement for relations editors
