Add a PostgreSQL + PostGIS Gradle project example

It should contain:

• the postgresql dump with geodata (great if it will be some OSS database)
• KDF + GeoDataFrame pipeline to read, transform, and clean the data
• Kandy Geo Plotting
• Notebook example
• Gradle project example
• (optional) Docker container with all required stuff
