Turn off AWS WAF Rules on 3/11 and monitor results against DDOS Attacks

if we want to monitor it we should keep the rule on but change our challenges/captchas to count to see what would have triggered the rule. that means the bill will continue to be higher. but what's the difference? continuing to challenge or just counting runs the same bill. at least with having it on we can actually observe its effectiveness.

considering the success of @FuhuXia new WAF rules i don't see the need to even count these things. I'm gonna turn off this ruleset. slack discussion. if we want to enable it again we check the change log in cloudtrail.
