Add Admin/Owner to Rooms

Refactor schema and endpoints to add the creator of a rooms identity for certain auth'd route permissions

Admin actions would be like:

• generating invite codes
• promote user to admin
• changing the rate limit of a room
• renaming the room
• under drastic circumstances, flagging a message and making everyone prove they weren't the message creator in order to send more messages.
