I've been trying to compile the game yet it has been stopped by the same error i cannot physically edit
Ive installed haxe 4.3.7 and Git 2.53.0 and ran setup-windows.bat as instructed to by README.md and also ran "haxelib run lime setup" on command prompt so i can only type lime test windows everytime. But i got this error message:

I tried uninstalling and reinstalling haxe (and git just in case) and doing the process again but it still showed this same error. I even manually installed the libraries and gits from reading libs.xml because when I ran "haxelib list" not all libraries showed up and it still showed this error. I would run update.bat but I cannot find any file called 'update.bat' anywhere.

Please check first if your issue haven't already been reported yet, and make sure you ran the update.bat file before building.

thats due to the hxcpp library
cne is currently undergoing a huge update of libraries so its really unstable on the latest commits on github
i suggest you to change hxcpp's branch to fix this, but youd encounter some other issues with stuff like animate atlas due to the fact that we're still currently updating the animate stuff to a new better library

I removed hxcpp and reinstalled it

but it's still giving me the same error. I also ran this afterwords and it gave the same error

Is there something I did wrong or should I do something else aswell

Do it like this haxelib git hxcpp https://github.com/CodenameCrew/cne-hxcpp old
I put old there because CNE currently use the old branch of cne-hxcpp.
