Bug: The agent tries to make changes when the agentic coding mode is OFF

Describe the bug

The agent tries to make changes when the agentic coding mode is OFF, leading to an awkward UX where the loading spinner keeps the movement and after some time I got an error in the request in a susbsequent request ( should n't it be just one request or just one entry)

Expected Behavior

It should not try to make changes since he can't.

I tried to make this his behavior with a prompt but I am still getting these issues. At this time is kinda frustrating.

Current Behavior

It's trying to make changes in the code.

Reproduction Steps

• Ask something to the agent with Agentic mode off. I think it happens mostly when it something easy or small for the agent.
• The agent will try to make changes.

Thanks for the clarification @coffeencoke. This happens in VsCode, and I think it's specific on how Amazon Q works. (prompt behavior of Amazon Q maybe)
